A new approach to solving the fundamental problem, which is the construction of the probability density function of the parameters of sea surface waves, is solved. Sea waves belong to the class of quasi-Gaussian processes. Probability density functions of such processes are described by models based on truncated Gram-Charlier series, which allow us to describe the probability density of a random variable only in a limited range. To overcome this limitation, a combined model is used in which either the Gram-Charlier distribution or the Gaussian distribution correspond to different ranges. The transition from one distribution to another is described by a function that acts as a filter. A new criterion for determining the correctness of the combined model based on the evaluation of the cumulants obtained with its help is introduced. It is also shown that the presence or absence of negative values in the truncated Gram-Charles distribution should be taken into account when choosing filter parameters.
